Q1 : What is TSP? Can you briefly TSP’s profile?

Answer Thailand Science Park (TSP) was set up in 2002 as a fully-integrated R&D hub for science and technology. It is managed by the Technology Management Center (TMC) of the National Science and Technology Development Agency (NSTDA) under the Ministry of Science and Technology.

TSP is a critical part of Thailand's efforts to strengthen its capabilities in research and innovation. This important infrastructure is established to promote greater innovativeness and encourage more R&D activities within the technology intensive sectors. In addition to advanced facilities and business space, the TSP offers a full range of value-added services to support technology businesses. Its missions are to promote innovation and R&D activities in the private sector, to promote collaboration between universities, public agencies and Industries, and to develop a critical mass of R&D human resource for Thailand.

Q2 : How TSP related to NSTDA?

Answer The National Science and Technology Development Agency (NSTDA) is committed to promoting research and development to strengthen Thailand’s sustainable competitiveness, complemented with technology transfer and development of human resource and infrastructure in science and technology. Thailand Science Park, therefore, was set up to be science and technology park, operates as a fully integrated hub for R&D in Science and Technology. Its missions are to promote innovation and R&D activities in the private sector, to promote collaboration between universities, public agencies and Industries, and to develop a critical mass of R&D human resource for Thailand.

NSTDA, thus, is act as governor of TSP and at the same time is a public organization located in TSP to develop a critical mass of R&D human resource for Thailand.

Q3 : What are NSTDA role?

Answer NSTDA role is to promote country prosper in the global economy by enabling industry to do things better through superior capabilities in Science and Technology.
Its building Thailand’s S&T capability through five centers:

  • National Center for Genetic Engineering and Biotechnology (BIOTEC)
  • National Metal and Material Technology Center (MTEC)
  • National Electronics and Computer Technology Center (NECTEC)
  • National Nanotechnology Center (NANOTEC)
  • Technology Management Center (TMC)
Q4 : What do National Centers do

Answer

  • National Center for Genetic Engineering and Biotechnology (BIOTEC) To induce dynamics in research, development, and application of biotechnology.
  • National Metal and Material Technology Center (MTEC) Developing and strengthening technical capability in developing metal, material, and related technologies.
  • National Electronics and Computer Technology Center (NECTEC) To undertake, support, and promote the development of electronic, computing, telecommunication, and information technology through research and development.
  • National Nanotechnology Center (NANOTEC) To develop a nanotechnology roadmap for Thailand, to support R&D program, to disseminate and transfer nanotechnology, to help develop advanced educational and training programs, and to promote technology investment.
  • Technology Management Center (TMC) To accelerate the development of knowledge-base industry in Thailand, to enhance capacity in commercialization of technologies.

Q6 : How TSP help/support R&D?

Answer TSP helps to promote collaboration between universities, public agencies and Industries, in term of joint-research, contract research, and technology transfer.

TSP, in addition, will assist tenant to go through process of requisition service/support of NSTDA and related organization.

Q7 : Why companies made decision to have R&D section in TSP, whereas they can set up R&D center in their area?

Answer Aside from world-class facilities designed especially for R&D oriented companies, TSP is aslo located in close proximity to the Asian Institute of Technology (AIT), Thammasat University (TU) and Sirindhorn International Institute of Technology (SIIT), putting it within reach of well over 3,700 highly-skilled personnel. Its strategic location makes the TSP an ideal venue for R&D intensive companies looking to establish a base in Asia.

Q8 : TSP’s direction is just for R&D companies, so your target is the big company?

Answer TSP offers office and lab spaces for all size of technology companies. Grown up companies can choose for office/lab space or vacant land to build their own R&D center. For start-up companies, they can apply for Business Incubation Program of TSP-Incubator (TSP-I) which offers full ranges of services with special subsidized rental rate.

Answer Thailand is one of the most attractive foreign direct investment destination in Asia, according to 2005 UNCTAD survey. Thailand is strategically located right of the heart of Asia with a well of biodiversity and abundant natural resources, with an enormous talent pool. At the same time, our cost of human resources and raw material is lower compare to Singapore, Malaysia, or Taiwan.

Q13 : Do Thailand have sufficient R&D personnel?
Answer Thailand has a surplus on skilled and experienced technicians and lab workers at less than a quarter the cost of the United States. Thailand has R&D personnel around 70,000 consist of 50% Researchers, 33% Assistant to Researcher, and 17% supporting staffs.

Q15 : How to apply for low interest loan?

Answer CD (Company Directed Technology Development Program) of NSTDA has offered low-interest loan to enable and encourage the private companies to invest in R&D.
Focus Areas: Biotechnology and Genetic engineering, metal and material technology, electronic and computer, and other area leading to S&T development.
Target Projects: R&D projects for commercialization, Production process and/or product quality improvement projects, and setting up laboratory facilities projects.
Credit line: Maximum credit line is THB 30 million per project and will not exceed 75% of total project cost.
Interest rate: The interest rate equal to half of total sum of Bank’s one-year fixed deposit rate and 2.25%
Load Period: Not exceeding 7 years from drawdown of the first loan, and Grace period is not exceeding 2 years depending on the consideration of the cooperating financial institutions.

Q17 : Do TSP tenant automatically get BOI privileges?

Answer TSP tenants are entitled to the privileges of the Board of Investment (BOI) on their qualified activities as follows:

  • Import Tax Exemption for Machineries
  • Corporate Income Tax Exemption for 8 Years
  • 50% Corporate Income Tax Reduction for 5 more Years after Tax Exemption Period Ends
  • Work Permit and Visa Facilitation for Foreign Specialists and Researchers

Q18 : How to get 200% tax exemption?

Answer
A company owning R&D project shall be exempted from an income tax requirement at the rate of 100 percent of R&D expenditures. With some conditions:

  • The project certified by NSTDA shall be deemed the basic or applied research which a company paid for R&D expenditures
  • The researcher performing R&D shall be registered with the Revenue Department

ABOUT INC II
Q24 : INC II start up, so you’re finished INC I
Answer Phase 1 of the TSP comprising of over 140,000 sq.m. of built-up space has been completed and is fully occupied by the 4 national research centers and more than 60 corporate tenants.
Q25 : How long the INC II will ready to move-in? (month /year)
Answer Phase 2 of the TSP, which has been designated INC 2, comprises of 4 inter-connected towers which creates over 127,000 sq.m. of total floor area. INC 2 is now under construction and will be ready to move-in by March 2011.
Q26 : What are key feature of INC2?

Answer INC 2 provides its R&D-oriented tenants with a comprehensive suite of business facilities and a superb working environment. The modular design of the four towers of INC 2 makes it easy to accommodate the different needs of R&D intensive companies.
INC 2 offers:

  • Designated areas for laboratories requiring vibration control and special preparation
  • Specific areas at the base of the fours towers suitable for setting up equipment requiring floor loading allowance
  • Link-ways between the 4 towers to foster interaction and networking among the tenants

Direct access to the state-of-the-art Thailand Science Park Convention Center comprising of 14 meeting rooms, an auditorium and 2,000 sq.m. exhibition area
